Everyone has a different vision of what cryptocurrency rules should look like. A16z, the venture capital firm, advocates for a multi-stakeholder approach to internet regulation that includes governments, businesses, and civil society organizations in its document titled "How to Build a Better Internet: 10 Principles for World Leaders Shaping the Future of Web3" (How to Build a Better Internet).

Moreover, it says that stablecoins—fiat-pegged cryptocurrencies that allow for simple entrance into decentralized protocols but that have been viewed with suspicion by United States government officials—should be "well-regulated" before being put to use in the service of strengthening finance.

a16z says in the research that "decentralized financial systems now manage hundreds of billions of dollars in transaction volume every day, providing convincing proof that there is a road for instantaneous, global, 24/7 financial railways." Along with these recommendations, Andreessen suggests international cooperation on crypto standards, more transparent tax laws, and "tailored" regulatory regimes that take into account the variety of Web3 technologies, among other things. In the report, it is said that "treating all digital assets in the same manner" is akin to "having a single legal regime to cover all equities, real estate, vehicles, art, watches, and trading cards."

Coinbase, one of the beneficiaries of a16z's generosity, published policy recommendations tailored to the needs of the United States market in October. Its plan called for the establishment of a "single federal regulator" to supervise token and market registrations as well as the enforcement of consumer protection laws.
