What is a KYC level required for missions?

As i can see, the KYC level 1 needs to apply to the "Write and post.." mission. This level means the phone number verified only, as it's stated in the profile. I have completed this level. Then i tried to apply to the mission, but got a message that i need to verify ID documents first. But ID documents need for levels 2-3, not for the 1st. So, is there an error on the site? Which level do i need to participate in missions?
