Many CEOs of prominent crypto businesses spoke before the House Committee on Financial Services. Some of them seemed to present a united front in pressing Congress to give a clear regulatory framework for crypto.

Circle CEO Jeremy Allaire, FTX CEO Sam Bankman-Fried, Bitfury CEO Brian Brooks, Paxos CEO Chad Cascarilla, Stellar Development Foundation CEO Denelle Dixon, and Alesia Haas, chief financial officer and CEO of Coinbase's U.S. subsidiary, spoke to US lawmakers about the challenges their companies faced as both stablecoin issuers and digital asset exchanges.
Circle welcomed Congress' plans for "national licensing and Federal control" of stablecoin issuers in a formal statement made ahead of the session, saying many were now "too large to ignore." Cascarilla seemed to agree, calling the US banking system "inadequate" for dealing with the rising digital economy, suggesting that blockchain technology may provide a solution.

The Federation Council, the Russian parliament's upper chamber (similar to the US Senate), is ramping up its crypto regulation efforts and wants to participate in formulating new rules governing the industry.
Members of the council signaled last month that crypto would not be shut out of the Russian economy, claiming that it may "have a future" in the nation and that the upper house "studies [crypto] and gathers analytics" on tokens.
The council, however, is now doubling down on this view, organizing a "working group" with other stakeholders to "explore the further regulation" of cryptocurrency.

The new group encompasses representatives from a variety of government bodies, such as the Ministry of Finance, the Ministry of Economic Development, the Federal Financial Monitoring Service (Rosfinmonitoring), the tax body, law enforcement agencies, parliament, the Central Bank, and – the Deputy Chairman of the Federation Council, Nikolai Zhuravlev, revealed at the Finopolis forum of "innovative financial technologies" that the new group will include officials from several government organs, including the Ministry of Finance,
