An example of this approach is bitcoin regulation being considered across various states in the United States. Most states require surety bonds or an equivalent amount in fiat currency for cryptocurrency exchanges within their jurisdictions. Finally, governments can also make the asset scarce by imposing controls on it. An example of this is the case of gold, which has import restrictions in several countries. All three types of actions have the potential to fail in the case of bitcoin and cryptocurrencies. This is because cryptocurrencies are extra-national and have decentralized ledgers that are spread across multiple countries. Their regulation will require a well-coordinated effort across several economies. This might be a difficult task, given varying levels of interest in cryptocurrencies and their impact on national economies in different places.

While not dissimilar in form to the 2014 Law Library of Congress report on the same subject, which covered forty foreign jurisdictions and the European Union, this report is significantly more comprehensive, covering 130 countries as well as some regional organizations that have issued laws or policies on the subject. This expansive growth is primarily attributable to the fact that over the past four years cryptocurrencies have become ubiquitous, prompting more national and regional authorities to grapple with their regulation. The resulting availability of a broader set of information regarding how various jurisdictions are handling the fast-growing cryptocurrency market makes it possible to identify emerging patterns, some of which are described below. The country surveys are also organized regionally to allow for region-specific comparisons.

There are either side to the coin of crypto regulations with expected results in good or bad! Although it is difficult to have a global framework for mass adoption of crypto at the moment but country administrators are not the same altogether. In countries that are crypto friendly, laws are fairly passed to regulate crypto businesses for all stakeholders; government, exchange operators and crypto lovers, all have their interest protected legitimately in money making agenda. On the contrary, countries which are hostile and defiant to crypto development do not make soft landing provisions for citizens to trade crypto thereby leaving it in the grey-areas or outlawed or banned. Crypto money making in this environment would be illegal and criminalized for anyone that is ever caught in the act. In summary, government regulations may not be at its best as far as crypto development is seen as "tool of the devil" by the authority. However, enabling operational guidelines with legal framework fairly administered would help crypto traders make clean, secured and unrestricted money and without the regulations, crypto trading would be thriving as dirty money in the hands of dark web marauders, terrorists and money launderers.
