In Part 2, we'll decode the second two chapters of the blueprint, discussing the different ways the Beijing government has piloted blockchain in its government services.

Beijing's government blockchain working group began putting together their plans and identifying optimum use cases in November 2019. After President Xi Jinping's call for China to "take the blockchain as an important breakthrough for independent innovation of core technologies" the month before.
Beijing's blockchain working group is led by its municipal governments. The service bureau, municipal science and technology commission, and municipal economic information bureau.
The group began generating possible blockchain use cases in government services by identifying key problems, core bottlenecks and existing pain points.
The implementation of140 trials by Beijing's municipal planning and natural resources commission, municipal bureau of commerce, and the four pilot areas of Haidian, Xicheng, Chaoyang, and Shunyi.
Following observations of the 140 trials, the Beijing government divided the many possible uses of blockchain applications in government services.
These serves into three main application areas:
(i) data sharing and exchange,
(ii) business processes,
(iii) electronic storage of certificates and licenses. 12 outstanding use cases were then selected from the 140 trials.

These 12 use cases take up the bulk of the Beijing blockchain development blueprint, accounting for 54 pages of the 184-page document. Each use case begins with an explanation of the problem it hopes to solve, how blockchain could help solve said problem, followed by a brief overview of the key components of such a system.
Data sharing and exchange between the Bureau of Commerce, Beijing Customs, Taxation Bureau, Capital Airport, Daxing Airport Airport Park, and Daxing Cargo Terminal
Sharing and exchange of Beijing-Tianjin-Hebei maritime logistics data involving the Bureau of Commerce, Beijing Customs, Tianjin Port Group, Tianjin Customs, and Beijing Taxation Bureau
Electronic Know-Your-Customer (eKYC) data sharing and exchange involving the Municipal Financial Supervision Bureau, the People's Bank of China Operation Management Department, Beijing Banking and Insurance Regulatory Bureau, National Internet Emergency Center, Beijing financial technology research institutes, commercial banks, and other units.
Promote the use of electronic billing and payments; with the pilot stage involving the Municipal Finance Bureau, one hospital, one school, and two foundations
Improve access to financing for small and medium enterprises. Key project developers include Haidian District, Beijing Financial Holdings, Chipset Edge Computing Research Institute, and Baixin Bank. The platform will be piloted by the district budget unit, district state-owned enterprises, and cooperative banks in Haidian District.
Data sharing and exchange, collaborative business process management, and electronic storage of certificates in seven key scenarios including registration, mortgage cancellation, altering name of spouse, business filing, stock house transaction registration, and real estate electronic license registration. To involve 11 parties including Municipal Planning and Natural Resources Commission, Housing Construction Commission, Taxation Bureau, Banking and Insurance Regulatory Commission, Provident Fund Center, Electricity, Gas, and Gehua Cable.
A multi-terminal, blockchain-based electronic certificate and licensing platform that involves the Municipal Affairs Service Bureau, Municipal Economic Information Bureau, Shunyi District Government, Xicheng District Government, Dongcheng District Government, and over 60 other urban units.
Data sharing and exchange, collaborative business process management, and electronic storage of certificates in 100 specific areas involving the district's human resources and social security bureau, health commission, public resource center, sports bureau, commerce bureau, cultural tourism bureau, disabled persons' federation, agriculture and rural bureau, statistics bureau, and overseas chinese affairs office. Over 20 units have reportedly produced early results.
Data sharing and exchange, collaborative business process management, and electronic storage of certificates in nine key scenarios including marriage certificate verification, medical assistance for social assistance recipients, management of corporate social security accounts, management of microfinance enterprises, supermarket and construction waste disposal permit applications, and permits for joint completion acceptance of construction projects. Key parties involved include the Xicheng District's government service bureau, science and information bureau, civil affairs bureau, human resources and social security bureau, housing construction committee, urban management committee, market supervision administration, medical insurance bureau, financial service bureau, and other units.
Data sharing and exchange, collaborative business process management, and electronic storage of certificates in five primary scenarios. For example, when an individual wishes to establish a shop or parking lot, or for medical insurance reimbursements. Key parties will include the Chaoyang District's government service bureau, market supervision administration, economic and information technology bureau, and three other units.
Data sharing and exchange, collaborative business process management, and electronic storage of certificates involving over 30 commissions working on 103 district-level personal application scenarios, 26 town and street-level application scenarios, and more.
The development zone has built a blockchain-based policy implementation "one stop" service platform.
A "review, management and enforcement" platform for two scenarios identified. Key parties involved include the Bureau of Economy , Information Technology, Science and Technology Commission. Also the Housing Provident Fund Management Center, Finance Bureau, Public Security Bureau, Market Supervision Administration and six other units.
